Support and advice for parents, pre-schools and schools is provided in relation to the early or delayed admission of children to schools.
Early Admission
To be eligible for enrolment in a Victorian Government School a child must be 5 years of age by 30 April in the year in which admission is sought. This policy has been in place since the beginning of the 1995 school year.
Children of less than the minimum age for whom admission is sought may not be admitted without the prior written approval of the Regional Director (Schools).
Approval for early age entry will only be provided in those exceptional circumstances where the Regional Director has strong grounds for believing that adherence to the entry age policy is likely to result in long term disadvantage for students in their schooling. It should be noted that school readiness is not sufficient grounds to define exceptionality. The responsibility to provide evidence in support of exceptionality rests with the parent / guardian. The Department of Education and Training does not undertake assessment of children who are not of school age.
Delayed Admission
Approval to delay a school aged child's entry to school will be provided by the Regional Director in certain circumstances.
Parents must apply to the Regional Director for permission to delay entry to school. If children are enrolled in a DHS funded pre-school program they are elegible for approval. This will usually be a second year of funded pre-school but in some instances children may be enrolled in their first year of DHS funded pre-school.
Parents can apply using the form provided here:

Applications are processed and certificates of exemption provided where this is deemed to be in the student's best interest.
In most instances the request for exemption from school must be made through the school in which the student is currently enrolled and the school must support the request.
